Lessons learned from exercising the Agreement on Cooperation on Marine Oil Spill Preparedness and Response in the Arctic

Description: In 2013 the States of the Arctic Council signed the Agreement on Cooperation on Marine Oil Spill Preparedness and Response in the Arctic in Kiruna, Sweden. The Emergency Prevention, Preparedness and Response Working Group has been exercising the Agreement regularly since 2014 and has identified insights into improving international coordination for response to marine oil spills in the Arctic.

Building collaborative trust in Arctic emergency preparedness: Insights from a collaborative exercise

Description: Center for crisis management and collaboration - Nordlab serves as a hub for research, education and competence development in emergency preparedness and crisis management collaboration . Our research addresses complex challenges of the Arctic, arising from climate change and increased activity, emergency preparedness discipline, organizational learning and exercises . In this presentation we present developed methodology and research within emergency preparedness exercises in the Arctic and building collaborative trust.

Remote communities in the Arctic and emergency response exercising

Description: Crisis management in the Nordics relies on sector responsibility and coordination, effective in cities like Oslo, Copenhagen and Stockholm. However, in remote Arctic communities, these principles face challenges due to limited infrastructure, resources, training and personnel. Four scenario exercises revealed that sector responsibility often failed due to small sector sizes or overlapping responsibilities. Additionally, sectors were slow to utilize alternate resources, and there was a lack of training opportunities for professionals to enhance coordination skills. These findings highlight the need for improved training and adaptation of crisis management principles in remote areas.

Ole Kristian Bjerkemo

Affiliation: EPPR Chair/Senior advisor Norwegian Coastal Administration

Bio: Mr. Ole Kristian Bjerkemo is born in Norway and his daily job is in Norwegian Coastal Administration as international coordinator. He was Chair of the Arctic Council working group for Emergency Prevention, Preparedness and Response (EPPR) from 2011 to 2015. He once again took over as EPPR Chair from May 2023.

James Badu

Affiliation: Center for Crisis Management and Collaboration, Nord university Business School

Bio: James Badu holds two master's degrees in Risk Analysis and Governance (Msc.) and Information Technology (Msc.). He is working with doctoral thesis in Emergency preparedness within topics of Crisis communication and trustworthiness among crisis actors, resilience and situation awareness.

Jacob Taarup

Affiliation: University College Copenhagen

Bio: Jacob Taarup-Esbensen is an Associate professor at the University College Copenhagen. Theoretical interests include approaches to risk assessments, risk governance, business continuity, and emergency response capabilities. He has focused on business continuity, resilience and risk management under Arctic conditions, working with uncertainties in the extractive industry, communities and critical infrastructure.
