NAMRO - Arctic and North Atlantic Mass Rescue Operations Guidelines Integrating Emergency Management in the Arctic in times of uncertainty

Decsription: The NAMRO project will develop an MRO handbook creating harmonized guidelines for standardised operations, especially with regards to receiving and rendering international assistance. The handbook aims to assist SAR authorities in identifying resource needs, knowledge of rescue resources available, and request and reply procedures. The idea is to promote common terminology, generate consistency, raise awareness, and identify stakeholders for a more efficient response.

Shared use of emergency preparedness resources

Description: Safety and emergency preparedness is an important part of the activities on the Norwegian continental shelf.  There is developed a high degree of industrial activities which also have become wider. Activities have also been established in the northern areas with more challenges with lower temperatures, winter darkness and longer distances.  There is a requirement for a holistic emergency preparedness which requires high degree of collaboration between the various authorities and between the authorities and the industry. Experiences with shared use of emergency preparedness resources, especially in larger areas, shows that collaborations and sharing of emergency preparedness resources strengthens the emergency preparedness. Norwegian Ocean Industry Authority will share some experiences with collaboration and shared use of emergency preparedness resources on the Norwegian continental shelf.

Mikel Dominguez Cainzos

Affiliation: Joint Rescue Coordination Centre Norway

Bio: Dr. Mikel Dominguez Cainzos has expertise in the rescue service, with extensive knowledge of national and international SAR. He has worked on topics such as SAR in the Arctic, SAR in radiological and nuclear environments, mass rescue operations, and total defense.

Jan Ketil Moberg

Affiliation: Norwegian Ocean Industry Authority – Section Head Logistic and Emergency preparedness

Bio: Jan Ketil Moberg has worked in Norwegian Ocean Industry Authority (Havtil) since 2010 and has been Section Head Logistic and Emergency preparedness since 2016. Before that, he has worked in the petroleum industry since 1988 where 20 of them was at ConocoPhillips in various positions. Jan Ketil Moberg have a master’s degree within Risk and Safety Management, and he is an engineer within maintenance, technical safety and maritime technical systems.
